The panties are in new condition. These are the same panties that dolls from the 1950's, 60's and 70's wore. Our lovely 10" Miss Addie doll by Block is modeling the panties in the photo above.
Panties fit most of the vintage 10, 11 and 12 inch toddler or infant dolls that I tried them on. They also fit my 14 and 15 inch slender fashion dolls Size 11 fits dolls from 10 inch up to 14 inch, with a waist measurement ranging from 5.75 inches to 6.75 inches. The panties measure 2.25 inches from waist to crotch. These panties fit a LOT of dolls, including babydoll types. The only thing to be concerned about is whether the panties can slide up over the hips or not. If the hips measure more than 7 inches around, then you may not be able to get the panties on the doll. 10" Block  Dolls such as Little Miss Addie or the Yes/No Answer Doll The 10" redheaded Littlest Imp doll was made by Vogue using the Arranbee molds for Littlest Angel. Our size 11 panties will fit any of the hard plastic 10 inch dolls with this body type, including the Block dolls, Sayco's Miss America, R&B Littlest Angel, and others by Eegee, Nancy Ann etc. Tonner's 14 inch Betsy McCall doll can wear the size 11 panties, so they will probably fit many of the 12 and 14 inch vinyl dolls that are popular now. Just be sure to check the hip measurements as mentioned above.
